Construction of road infrastructure by the Department of Public Works and Highways (DPWH) will not only promote better transportation but more importantly encourage revival of trade and investment activities in Marawi City.
DPWH Undersecretary and Build Build Build Chief Implementer Emil K. Sadain said that the Department continue to promote economic development in areas devastated by armed conflict in 2017 by implementing the Road Network Development Project in Conflict-Affected Areas in Mindanao (RNDP-CAAM) and Emergency Assistance for Reconstruction and Recovery of Marawi (EARRM) financed by Official Development Assistance (ODA) loan with the Japan International Cooperation Agency (JICA) and Asian Development Bank (ADB), respectively. Both are two (2) flagship infrastructure projects under the Build Build Build program.
In his inspection report to Secretary Roger G. Mercado, Undersecretary Sadain said that on-going civil works of Marawi Transcentral Roads Project Phase 3 under RNDP-CAAM covering 18.78 kilometers are divided into four (4) contract packages (CP) implemented by DPWH Unified Project Management Office (UPMO) Roads Management Cluster 1 (Bilateral).
The DPWH Undersecretary for UPMO Operations was joined in the Marawi inspection on Thursday, February 17, 2022 by UPMO Roads Management Cluster 2 (Multilateral) Project Director Sharif Madsmo H. Hasim and Project Managers Francisco Sawali and Cristino Agtang.
CP-3A is at 32.5 percent complete and cover a total length of 4.87 kilometer awarded to Fiat Construction Services and M.M.A. Achiever. Under this contract package are the Cabingan-Mindanao State University (MSU) Campus-Amai Pakpak Avenue (Road 6), MSU Campus-Matampay-Marantao Road (Road 7), and Rapasa-Bayaba Road (Road 20).
CP-3B with a total length of 4.92 kilometer is at 31.7 percent that covers Emie-Sagunsungan-Linao-Rantian Road (Road 9-1), MSU-Bobo Road (Road 13), and Paling-Rantian Road (Road 14) which are under contract with of Kouzbary Builders and Renren Trading and Construction Services.
CP-3C under Al Hussein Construction with a total length of 4.34 kilometer is at 45 percent composed of Linao-Alinan Road (Road 15), Emie-Sagunsungan-Linao-Rantian Road (Road 9-2), Rorogagus-Mipaga Road (Road 25), and Bito-Rorogagus-Guimba Road (Road 26).
CP-3D with a total length of 4.65 kilometer is at 30.8 percent awarded to CDH Construction and covers Bacong-Poona-Marantao Road (Road 2-3), Bito-Rorogagus Road (Road 11), and Tampilon Road (Road 28).
Undersecretary Sadain reminded the contractors to ensure provision of adequate drainage system to prevent or reduce premature damage of road by preventing water ingress on concrete.
Meanwhile, civil works for the rehabilitation of existing 5.29 kilometer Transcentral Roads in Lanao Del Sur and 4.71 kilometer MSU Roads under EARRM implemented by UPMO RMC 2 have started.
Other project components of EARRM namely the construction of 4.32 kilometers new Transcentral Roads with drainage, three (3) main drainage channels with a total length of 6.21 kilometers, construction of Rorogagus Bridge and replacement of three (3) other bridges, and slope protection and rehabilitation on Marawi Bito Road and Lasureco Road are all under detailed engineering design stage while the planned construction of 2.4 kilometer Malabang viaduct is under feasibility study.
Detailed engineering design of the 19.8 kilometers Marawi Ring Road under JICA loan is also on-going.
The DPWH has earlier completed in 2021 the construction of 18.97 kilometers road network under the 2-billion yen Program for the Support to Rehabilitation and Reconstruction of Marawi City and Its Surrounding Areas supported through JICA grant assistance for the rehabilitation of the Islamic City.
